The fundamental problem with football is the low scoring. After 120 minutes of kicking the ball around fruitlessly they goto penalty kicks... This isn't a rare occurence either. Penalty kicks aren't a very fair way to decide the outcome of a game. A lot of it is just luck. They need to redo the rules so their is an average of around 5 points a game or so. So its less of a luck based system. Some ideas I had to increase scoring so the best team won instead of the luckier team:
1. Reduce the size of the field and perhaps the amount of players. Too big and too many people and it becomes a defensive stalemate. Try playing 11 vs. 11 b-ball sometime.
2. Over and back rule
3. Time limit getting it accross the mid line
4. Eliminate offsides. Sure there would be cherry picking but why are you not guarding somebody? I have seen several goals taken back due to this and several goals that seemed to certainly be offsides allowed. I think it lets officiating decide the outcome of a game.
