whether you like it or not, visa is the one that hands down the rules. not the processors. i know rc travels to nyc to meet with visa on a regualr basis and is very up to speed with current and upcoming visa regs...
know ask yourself, if you are a billion + a year processor, are you going to jeopordize your business because you dont agree with visa's interpretation of whats considered too extreme?
