Don't sweat your layout too much at the start. Sweat the content. Post at least a few times a week for the next 6 months. Tweak the layout as you go and decide how you want to present your content. Optimize for SEO as best you can.
Make sure you have trackbacks turned on. Get the blog listed on as many blog directories as you can find.
Trade links all the time. Check out blogrolling.com - free service and you can hit up other blogrolling users for links. Do a google search on "blogroll me" +keyword to find similar blogrolling users. Add them to yours, then ask for a link back. If your blog is even close they'll link you up. Here's an example:
Check out blogspot.com for other blogs in your niche. Link there as well - google seems to love blogspot. Maybe because google owns it.. ;-)
Start a yahoo group in the same area as your blog and cross-post some of the content. Link to your blog.
Once you have some content, put your RSS feeds on RSS Aggregator sites. Put your RSS feeds on any sites you might have that are even remotely similar. Let people know they can use your RSS feeds on their sites.
If you are doing a blog with pics, even a few, post those pics in appropriate surfer forums from time to time, linking back to your site.
