That is not even close to the correct interpretation of what that section is stating. That section lays out the guidelines (mostly used as standards of display for federal institutions and agencies these days). What it is saying is that the flag should be displayed (as in on a flagpole) until such time as until such time as it is "no longer a fitting emblem" (as in it's sun-bleached, tattered and torn from weather). At that time, the flag is to be destroyed (as in retired) in a
dignified way such as burning (since throwing a flag in the trash would be very disgraceful).
