Actually, since I reside in a 3rd world country (and being very familiar with the culture and politics), I can see where 12clicks/Ron is coming from. It all depends on HOW the money is going to be spent. IF it is spent through local government.... forget it, it will be pissed away through corruption and local bullshit. That's just the reality. No amount of wishful thinking will make that reality go away. HOWEVER, if the money is heavily TARGETED and spent via NGOs (non-governmental organizations) that have a track record of accountability and transparency, then the money has a FIGHTING CHANCE of actually accomplishing its goals.

For example: Despite all the feel good hoopla the Philippine government has embarked on since Imelda Marcos' days as Minister of Human Settlements, there's been a housing shortage in the Philippines. Compare that to PRIVATE INITIATIVES like Gawad Kalinga that actually provided MORE housing with WAY LESS Money. Why? Transparency, Passion, Dedication. You can't get that same result by pouring money into government-involved or government-meddled "charities." When it comes to THIRD WORLD issues, PRIVATE NGOs that are accountable and transparent are the way to go.

Pouring money into the UN can also be problematic...as evidenced by recent scandals.

I appreciate and recognize the goodness in Buffett and Gate's hearts.... it's all just a matter of METHOD and EXECUTION and ACCOUNTABILITY now.
