Here's a hypothetical scenario:
The web sites of academic institutions (.edu's) tend to have high PR (for obvious reasons). Imagine that there is an esoteric field of research within an esoteric science, and that several major universities have labs dedicated to this work. The lab of one university has a web site. The web site is linked to from deep within the appropriate departments of the other universites. Because it is such an esoteric research, there are maybe 10 people involved in this work in all the universities that are involved. These guys, as you can imagine, know each other pretty well. They share data and read each other blogs. There is actually very little on the lab's site, just a list of links to PR 8s and 9s. When these people want to get information about the work their colleagues are doing, they usually pick up the phone, not go to Google...
