He probably was using a 56k modem.. the only other options for most people were 128k IDSN, or a leased line... my 64k leased line cost me 350 quid per month (demon).. for someone who is unemployed, 350 quid is a lot of money.
At the time, a 56k dialup was not such a bad thing to do, I had 3 of them running next to my leased line.. You paid approx 20 quid per month, and your phone bill was not quite so bad...
Back in the day, (when I was 13/14), My phone bills would be approx 1,900 per quarter, because I was dialing up to other BBS's to download shareware for my own board.. Free Phone dialup was a great thing at the time.
From what I saw on 'Click' (bbc news24), he said he used a perl script, so I assume the script was on a commercial webserver, so he would have much more bandwidth available..
If he had just found a few open proxies first, he probably would not be in the shit now.
Also, I can't understand why the UK has let the yanks procecute him, they should have secured their servers better. We all get hack attempts every day, and most of us ensure that the attempts fail. Any stupid kid can try to brute force a server, it's not the hardest thing to do and there are thousands of tutorials online.
