Costa Rica is a stable and peaceful country based on democratic principles. There is also considerable emphasis on indvidual freedom and privacy. Even where there is a criminal matter, personal freedom and privacy comes first. (Tho depending on the criminal nature - that personal freedom may be curtailed  ) |
