This is a pretty creative way to spam your products....however,

1)I wasn't aware that Visa made any such threat.

2) If they tried to pull the plug on recurring for us but left it in tact for any other merchant(s) we would have serious grounds to file suit, there would be an injunction and business would continue as usual until the lawsuit went through the court system (2 years at least)

Actually I've been hearing this buzz since last year w/ little real facts. Not to say that there isn't some truth to it, but one of these years, some webmaster, or adult media company will start a bank, or someway to do business, and BAM,... another solution.
