Your description is accurate for SOME parts of the greater metro manila area but not ALL. Fort Bonifacio/Global City, Eastwood, Emerald Ave/Ortigas, Ayala triangle in Makati, Alabang Town Center, and some other places are actually on a par with high end American locations.

Due to lower costs, YES, it is cheaper to live "like a king" (relative term, really--one man's king is another man's count or lower nobility ) here specially if you earn dollars, pounds or euros. In fact, many Filipino-Americans who get $1500 and up in retirement from pensions/social security go back here to retire. It just goes a longer way if you know where to live and you know how to live within your means.
