For any serious net access, it's better in Central Valley - that's where San Jose, the capital is - but you don't want to actually live in San Jose (it's pretty crappy!) The rest of the country is very nice - just avoid San Jose.
I live in Escazu on the outskirts of the capital. Escazu is not really a "Costa Rica town" - more a gringo place with the usual McDonalds and other fast food chains. It's an OK place to live, - but the *real* Costa Rica has lots more to offer.
For coastline, the Pacific coast is definately a better place for residential - got property down there. Currently on the Pacific coast there is a lot of development - but so far this has not started ruining the country. The eastern coast is not a place any "civilized" person would actually want to live - it is extemely rich in eco and wildlife (prob can't be bettered much for that!), but for everyday stuff - civilization is prob preferred.
