                        Situations change. By policy I mean their overall objectives, which clearly do not include stopping genocide, starvation, poverty, aids, or slavery when those things are not hurting American interests. Republican or Democrat, that's not going to change any time soon.

                            Curious. Do you think the US should or can solve all of African's problems? Why hasn't anyone else solved them? I don't remember seeing the US on the list of ex-African colonial powers. Besides Africans themselves, who created these problems?
