one thing is that a well indexed pr4 site could be sold for a nice little chunk of change. Big, big webmasters that wouldn't need that type of money generally dont play those types of games.
a lower page rank site wouldn't do any damage if in fact good punishments are assigned that way.
I understand that doesn't answer your question, but maybe that is the reason no one knows, its never been done
