Any programmer worth his salt will tell you that a random number generated by a computer is not truely random. It is an approximatation of a random number based on a varient of the seed value of the machine (processor, memory, bus speed, time etc).

It comes from the margin of error requirements specificed by the states. It has to be simultaneous because of the fact that time is a variable in the machine seed.
