Actually most of didn't. In his first election he didn't win the majority vote but won some big states. The recount in Florida (run by his brother) was never completed but enough results were in to prove beyond any reasonable doubt that the state run by his brother did not count votes accurately.

He was actually given the election by the Supreme Court and nit by the majority of voters. Some democracy huh?
