Saddam could never have turned into anything akin to Hitler except for his own idealogies... he (and his country) lacked the resources to become a significant threat to anyone outside of the middle east. That region has only one natural resource, oil. They do not produce steel or any other materials to produce weapons with, they are entirely dependant upon what is given to them by outside countries.
A mere trade embargo completely decimated that country to the point where the only people left capable of fighting were forced to resort to guerilla tactics.
The notion that they could have ever turned into some type of significant threat or superpower without another country aiding them significantly just doesn't add up.
