he has a huge benefit - he is in touch with billing companies and knows how to deal with them.
doubtfully those x-sells are legit. it's just a silence which lets them go.

they have been contacted many times like 2 years ago
i've mailed both visa and mc. but this needs to be done by someone from developed countries with huge persistence.
