Whoever did this knew it was the specific, commercial flight. You don't posses high-end military equipment, have the know-how to use it and get confused on the target.

i would respectfully disagree given the USA accidently shot down an iranian civilian aircraft in the late 80s.

not to mention the ample examples in history of friendly fire deaths in battle. you would think a trained soldier can tell between a friendly & an enemy aircraft/humvee/soldier but its not so easy in a conflict.

assuming it was an accident (since its not happening everyday) then it was incompetence more than intelligent design.
