Hi,

did you noticed any difference between site that has a lot of google +1's and one that has no +1? Im asking because you can create as many Google account as you want and click this button on your site = so you can easily manipulate with this +1 count.

Well it depends how you go about doing this. if you register a bunch of google acc with you're same ip address without using proxies and go on a +1 clicking spree then google might penalize you're site wich will affect you're rankings.
Also if you have webmaster tools and analytics hoked up to you're site and you get like 60+1 likes to you're page and only get like 80 visitors each day then google will personnaly review you're site and you will get screwed trust me on this one.

it's better to concentrate on content of your site and it will be '+1'd 'liked' and 'twitted' by real people

You ll probably get nothing ou of it, as said above, get some content, you ll rank better

If you have no quality content there will be no quality traffic, just your clones. Gather more content, share some posts on social bookmarking sites like stumbleupon or reddit and maybe people will vote for you google +1

I've found that when +1's come from REAL people not made up people with some friends and a profile picture they hold more weight with Google. You can buy +1's and likes and things like that but my feeling is that google already knows those are fake even though it looks real.

Google can not penalize you for fake +1's .. it can only not count the fake ones, thats it, otherwise people would fake+1 their competition etc

There was a thread in which one member of GFY told us that his competitor placed his link on hundreds of malicious sites and his site completely dissepeared from SERP (he was on first position on some kw). Until we have some official evidence we cant tell that Google cant penalize you imo.
