ulead gif animator works like a charm and its cheap. you have alot of control on the images, compression etc

I used a bannermaker years back until I realised imageready with adobe photoshop did banners & gifs better

I use ms gif ani or ps cs. I like ms gif ani simply because it's stupid simple, like most web animations.
