They are just saying to use your visa card for VV funds, or send a wire request for your wallet. Nothing new.

You are reading it incorrectly.

- VV is available via your card, check out SKNAB for more information on those funds.
- ePass wallet funds are available to be sent to you via a wire.

Good luck without any of the aforementioned. If you in the USA you can have an SSN. If you have a corporation the USA you can have an EIN. If you are offshore, you must have a TIN(ITIN) and it is currently taking about six months to get a TIN(ITIN).

The Adobe Document Management System provides a form which is held on the ePassporte server and is not downloadable, except for the single copy available for your personal records. These forms are not downloaded, filled out and then returned as has been done in the past with many other types of forms.
