But there are far better designers out there, who work for about the same price as this guy who is fairly unknown in the industry. This smells of a design scammer to me, but that's just my opinion. No live sites in the portfolio should be a huge red flag for anyone. His designs are decent, if you want that "amateur" look and feel, sure, but the prices are steep for that style, especially coming from an unknown. That's all I'm trying to convey.

Not to mention that the other 110 sites hosted on his server are mostly Russian.

Russians aren't exactly known for being honest business folk, not in the Adult Industry at least. Your portfolio wouldn't seem so shady if you had "LIVE" Examples of work that you've done, but as you mentioned it is just "samples". Samples are samples, it doesn't show that you can actually do the work that someone asks you to do, it just shows that you can do your own work. Take it for what it's worth, your portfolio seems shady in my opinion.
