Anything remotely close to functionality of Dreamweaver for Chromebook?

Chromebooks are useless. Fortunately you can install a real Linux distro on most of them.
As mentioned, there are some decent online IDEs like Shiftedit or Code Anywhere. You can even set one up to run on your dev server if you want to go that route: http://codiad.com/
