Why is Epoch Issuing Refunds?

A couple of member accounts were cancelled by epoch and refunds issued. Epoch sent over this statement

"Our risk management systems track the transactions at different stages during the purchase process.
There is a final stage immediately after the transaction has taken place that is considered as part of the overall risk measurement.
In some occasions, the final stage is necessary to determine that the transaction is fraudulent and in those occasions we issue a
refund in order to prevent a possible chargeback. Unfortunately company policy prohibits us from releasing specific
details about how we arrived at this determination but we did have our mutual best interest in mind when we decided to move forward with the refunds."

Could anyone shed light on what possibly could have happened? I didn't ask for details about how their fraud system works. I merely asked what was the nature of the fraud so I could act accordingly, such as blocking an ip, username, or email address, yet epoch said it is company policy not to release details. What's the big secret? That some guy might have used a stolen card?

Any ideas?
