Seeing a fucking notary of the public cost $160 dollars here in the UK and the earliest slot i can see one is wednesday. I've done this before in the past but only for passporte and not utility bill, so now another $160 just for the utility to get the stamp - takes 5mins really - another rip off.

Why can they not just realise this and verify all of the accounts?

I would ask them in person but i can't get ahold of them on email or phone - i was on call waiting for 90mins and just got occasional message saying something like my call would be answered soon - however it never was - the line just went dead.

And where is written that utility bill needs to be notharized too?
