Its not really a name it's a description.
What I like about chavez, is that every time he talks about the US, he ends up in saying something that sounds like he thinks that his militray would be a match for the US. The last time I saw him talk on tv. he said something like. " We will talk. Even if we have to do it in HELL. " |

It's very common to say "Negro" in Venezuela.. it's actually NOT an insult...
Also, many countries in Latin America use Negro as a good term... You should learn spanish. |
When Alberto Fujimori was president of Peru everyone, even his own campaign adds called him 'el chino' and he was Japanese. hehe
