Am I the only one who got this email from IBill?

GOOD NEWS!!

I Bill has finalized arrangements to create an iBill presence in the EU.
At this time Visa is not asking for a fee from our EU customers.
You will still be asked to fill out a form for IBill internal systems but you will no
longer be required to pay the $750 fee.

I thought, according to the big 3, everyone had to pay and you needed a US presence.

Sounds like it to me, and all the while GloBill has been accused of not abiding by the rules and would not last long with Visa because of not abiding by the rules. I think there has been back stabbing, lying, and very unprofessional self serving behavior by the "Big Three". There will probably be more of the same, before the dust settles.

I have never heard of any processor who planned to charge a visa fee for webmasters outside US.... CCBIll, jettis and PSW doesn't

I called in and this is verified. If you are EU you are off the hook as far as US Presence.

Canada is still out...
