Because of it's nature there really isn't much you can do to shut it down. Since each peer acts as a server they form a net of personal computer and webservers which is the p2p network. There are several networks out there, and to my knowledge the only single places which are common connection points are the original connections you make to get the host cache list.

so has anyone actually been sued yet? what do they do just pick 1 random person out of the millions of users?

Not true, MPEGs suck in the car. I download .wav's when I can but I still buy them when I am driving around. I think I stop in the store and buy a stack of music every week or so in that case. Most times it's stuff I already own in some configuration.
