How can I get very high quality screen shots from mpeg movies?

Use a free-ware program called Virtual Dub:

*Load the movie
*Go to the frame you want to make a screen shot of
*Press CTRL-1 (or CTRL-2)
*Load your favorite image-editing program and press CTRL-V
