I'll play the devil's advocate for a moment and throw out this question.

Given all the terrorism that France has had happened to it in the past 5 years would they admit to it being arson?

Think about it for just 1 minute...

No one was using trucks/cars to kill people until that guy in France did it and now it's a fairly common tactic of terrorists. Would anyone really want to give the violent crazies any ideas?

In the past 2 years, there have been shootings at a synagogue, a church, and a mosque. France already has a history of people defacing churches on an almost daily basis. What would happen if terrorists started burning them down instead?

So again I'll ask if they found out it was arson or terrorist-related can you trust them to tell us?
