Is there a hosting company that does this... ?

Let's say I have several sites on a server

All the sites are being developed for eventual sale

Once a site gets enough traffic and/or sales, I sell it

Is there a hosting provider that makes it easy for me to transfer sites from my server to another server?

Alternatively, is there are host that will pay me a commission if I require the site buyer to get a hosting account from the same host I'm using?

I personally like a cPanel/WHM setup to make the packaging and transfers super easy. A lot of hosting companies have an affiliate program.

Piece of cake. Don’t need a control panel. And yes, every host has an affiliate program!

If you have to ask this question... You shouldn't be developing websites.

Agreed and the absolute last thing the OP needs to be concerned with anyway.

I don't know of any companies that will move sites AWAY from you. That wouldn't really make sense anyway because the other hosting company would have a different infrastructure that they would want to do the migrations themselves for. We have clients that want to do their own migrations and we step in and take over as soon as possible because we know the best way to set things up on our side, that's what we built and what we do. Most hosting companies will be the same way.

With that said, it can be made easier if your current hosting solution uses a control panel with some sort of dump feature like DirectAdmin/cPanel. In those cases, the buying webmaster would be able to import the sites fairly easily, though again it's recommended you let the web hosting do the actual migration because they are the experts in this, not the webmaster.

My recommendation would be to contact any web host that you think is good and reputable, make them an offer based on what you mentioned above and see what kind of deal they want to work out. What you are asking is a fairly custom request, that doesn't mean it's not possible, that means you'll want to have a good contact in order to work out the details so that you get paid properly and your buyer is taken care of properly.
