Saw a thing about it on discovery about a year ago. Not exactly that, but something similar, and they said that most states would make it illegal.

A guy in Ontario has been making and selling those things for years. They are illegal in many places which forbid covering or obscuring the license plate in any manner.
Just slow the fuck down and don't run red lights and you don't have anything to worry about. Alex |
