The $750 is not a deposit. It is a registration fee that all US based Visa sponsored merchants (ie anyone using an IPSP) are required to pay. If your friend is in Europe, the $750 registration fee does not apply.
While there may be companies that will accept US based customers without registering them with Visa, I think they are operating on borrowed time (ie Globill). If she's in the US and really doesn't want to pay the $750, she can do so simply by choosing not to accept Visa.
