My friend forwarded me answer she got and this answer sounds for me as real reason:
It wasn’t just CCBill, UK banks tightened their authorization checks in mid-October, and CCBill’s verification system didn’t adjust fast enough. That mismatch caused UK-originating rebills and new subscriptions to fail with the BE-140 error. Yes.
About situation: UK bank account onwers related transactions are not passing. Bank not know how some one access website.
For example:
If some one access from Czech and he/she has UK bank card he/she will be blocked.
If some one buy transaction from UK but has Czech card will not be blocked.

they are using ID verification for UK visitors, which has decimated their sales in the first place, so that isn't it.

This is correct, CCBill will only send cheques to us (affiliates), but we cannot get those processed! No bank here accepts them anymore. I even tried opening an international money bank account that accepts any currency deposits, but as soon as CCBill realise I'm in the UK they will not accept any bank account, only cheque payments.
On my network I'm no longer actively promoting pay sites that use CCBill. Not that it matters to them, but well, it's all I can do.Leave a comment:

Update - Canadian Here - after months of non payment/missed/lost payments, and then getting caught up, CCbill changed the payout to Revolut, which I have now THREE missed payments and an account on hold while they try to find them.Leave a comment:

Today I was finally get last missing payment.
I am really happy that this all is over.
I end up with money but I get stressed, I get secondary billing & I miss part of summer (since I wass to stressed to enjoy free time and I focused on work).

I (EU affiliate) can only receive money from CCBill via ACH at the moment. The money can be received via Wise. But if the amount is large, will Wise have any questions about the payment, and will the account be blocked? Can I tell Wise that the money was received for promoting adult websites? As far as I understand, Wise also does not accept adult businesses. What is the best course of action here? Are there any other ways to receive ACH from CCBill? Tell them to also check for any past unclaimed payments.
Back in 2010 I was getting snail mail checks but noticed I didn't get some since I moved, so I told them to check for any unclaimed checks. In this case they had to charge me for canceled checks and sent me one with the complete amount.
Again guys, email: escalate at ccbill.com. You're not gonna get any results by complaining here.

Hello,
I received all the payments from CCBill for today.
Jeff from CCBill posted his email on my GFY profile page (check yours — most of the GFY profiles from this topic have a post from Jeff where you can find his email). I contacted him with the details, and everything was fixed within 48 hours. The missing payment was included in the next payout (reconcile column)
The good news is that they are now sending their payments directly through CCBill — no more payments from SPAYCE or INPAY. It’s working very well this way.

Me too missing the cheque from June 30 (a merged cheque including a re-issued cheque from April) and from July 7. The latest payout on Friday was only a small fraction of the actual amount due (about a tenth). Zorica said Accounting has re-issued the difference.Leave a comment:

The person I was talking to at the very beginning (April and onwards) at CCBill was trying to help, but later changed positions, and for the past month and a half she was replaced by “Zorica.” Since CCBill started sending the latest funds (selectively, but still) through their company in the UK, I asked Zorica for a manual payout of the ENTIRE OUTSTANDING balance (which amounted to about 14 transfers). She kept claiming that she had submitted such a request and was waiting for it to be processed (I was following up every 4 days).
Somewhere at the start of the fourth week, I had almost fully set up a backup billing system and was ready to turn off recurring payments. But you know, that would have meant losing 70% of clients… it would have been a shame. So, I reached out to CCBill again, and it turned out Zorica was on vacation. But there was someone else. Someone competent. Very, very competent.
Within a few days (3, I think), the transfers in CCBill’s tables were reorganized, and payouts were scheduled for the day before yesterday and the following Monday. And today, I also received some of the other missing transfers. In the end, from 14 it went down to 4, with 1 already ordered.
If I finally get all I will give You info but it is progress anyway.

I had exactly the same payment issues as you every month. Today, payments are processed correctly, but one payment is still missing for me.
I can’t quit CCBill right now since I just paid for Mastercard and Visa, but I will reconsider it next year. (Check out ThePornDude webmaster / payment providers).
