Ja, there are all kinds of stories but no branch of the government has the authority to tread on private property and commit animal cruelty and property theft and vandalism.
There was one major report that came out a few years ago that had an even scarier explanation that may fit what you heard and that was that the feds knew of 'Mad Cow Disease' of CJD half a century ago and have been testing cattle secretly which makes no fucking sense since all they'd have to do is buy a damned cow from a rancher.
The scariest fucking explanation that came with a film clip was from a scientist who said that unbeknownst to us there were other living creatures that habitated the upper atmosphere. On occasion these creatures that looked like blobs of light or plasma would descend on an animal or person and fuck them up. Whether for food, accident of play he didn't know. Then a rancher caught one of these things on film. Fucking scary wish I coudl find that film clip.
