I do represent a US processor but I do know the absolute true answer to your question per VISA.
You cannot be based in the US and send transactions to any processor outside the US.
This is a basic foundational violation of the basic VISA International IPSP Op Regs regarding cross border acquiring. You cannot even have a back up processor outside of your VISA region, yours being the US if that is where you are domiciled.

If any entity tells you differently they are either misinformed or misleading you, this information came straight from the horses mouth - VISA.
