Actually I'm not even sure the US government actually sells the planes anyway - it might be the manufacturer, a private company, selling these items.

5. Both countries are in NATO and that makes them USA allies. That gives the USA a nice excuse to sell weapons to both of them and at the same time not give a shit if they might end up killing each other.
