0.01 technically, but depending on your account/campaign/adgroup/keyword historical performance, it will be adjusted from 0.01 to $10.00.
The basic version is this:
If your ads historically get a high CTR, it'll be cheaper.
But it's much, much more complex than that.
AdWords sends Googlebot out now to spider the landing page, and it evaluates it for relevancy and quality.
Want to see a fun test?
Try running an ad on [home depot], in a new campaign. you'll get a huge minimum bid, $1-5.
Now, try making that same ad, but use homedepot.com for the display url, and destination url.
Voila 5 cent clicks. Course, you're sending them to homedepot. But there are ways to capitalize on this bug.
