Unfortunately, I believe that statement to be wrong.
When it comes to Spyware/Malware/Trojans/etc., people are reactive vs. proactive. The hackers and scammers are 1 to several steps ahead of the game.
I would wager that a majority of webmasters that are active in link trading, are linking to a site that has recently been hacked and are silently installing Trojans and other nefarious malware on users systems.
The problem grows exponentially from there. A good portion of this malware opens the doors for other attacks, logs your keystrokes, modifies your hosts file to steal traffic from legitimate sites, and many many many other things that pose a problem to users.
Ask around, you will find someone that has been hacked and had their surfers infected with something. Usually their traffic will start to plummet. If the hack goes unnoticed for too long, the site will find itself on all sorts of block lists and simply linked as being a source of infection.
Malware is a huge problem and only getting bigger.
