Even if you do a complete format, the data is still there. With a complete format the sectors are "refreshed" with new sector preamble and closing block, but the data portion is untouched, AFAIK in NTFS. You really want to use a disk "wipe" utility like Norton if you wanna flood unused space with white noise data.
