Finland is about as diverse a country as a bowl of wheaties. Here we have to incorporate a lot of people/cultures/backgrounds etc. Yes certain states make their own laws but you can choose where you want to live. If you prefer more conservative laws then you move to a state where your views are common place. Same if you are liberal/moderate. The point is there are a lot of choices here and we can choose where we want to be.
