There are plenty offshore banks on the net - and a fair number have facilities for account opening online.
This is a kinda big subject for a chatboard since it depends what jurisdiction you are thinking of, where you are currently resident, if this is a corp account or personal etc. You prob want to remain "legal" with your home country, tho as long as you are not a US citizen, chances are that part will be OK.
Assuming where you are currently resident that the tax laws are along the lines of "taxes only being payable the moment you draw funds into the country"?
If you are in the EU, tho this has not yet been implemented, - there are plans to kill EU residents having offshore "hideway" accounts. The UK IR already have been granted "rights" to kill this. Bottom line and easiest way is literally be offshore.
It may also be worth looking at an offshore corp to handle the bank account.
