Moving the highway closer to the hurricane area? Hmmm....
Beach Blvd. is Hwy 90 along that stretch. It runs right along the shoreline. It's the street all the casinos crossed when they washed ashore. They would be routing Hwy traffic away from the gulf further inland, which would relieve extreme congestion, especially during evacuations.

But that is a city wanting a special project (that they feel will advance recovery), most areas are just looking to restore basics.
