No, those are not the official instructions. These are the instructions by a third party on how to get rid of their software. The official instruction, after the trial expires, is "Pay us money and we will stop harassing you with popups. If you don't, we may well take legal action against you."
Of course, moviepass is actually also movieland*, and movieland is mediapipe. Mediapipe has been clearly and often identified as badware:

Obviously, that their program didn't use to install fully uninstall even within the trial period was a "bug":
