and

how do 4 planes that are OBVIOUSLY off course for up to an hr not be reported as

a - lost
b - having a problem
c - high jacked

and my favorite
an airliner flying OFF COURSE with NO COMMUNICATIONS in RETRCITED AIR SPACE in the nations capital without any recourse or action?
