Thats not true
If a user is not added, ICQ semmingly randomly doesnt let them through. I had it happen last week with a guy where he wasn't getting my reply which had no URL or anything in it. All it had was a 4 or 5 word text reply. I knew something was wrong when he started saying "Well, do you know the answer" after I'd told him twice. Then I added him, and pasted him all my replies.
