Approval ratings have nothing to do with it because impeachment is a process that begins when laws are broken. And despite Bush's amazing stupidity and illiteracy, he hasn't broken any. The wire tapping of citizens is unconstitutional, however he was granted emergency executive powers by the congress after sept 11. Without that, he'd be in a heap of trouble.
