Irrelevant as to the reasons why. What's important is that he wasn't removed because it is extrememly difficult to do without the president commiting murder or some other capital crime. And it wouldn't make sense to impeach bush now, his term would be over before it was finished.
Approval ratings have nothing to do with it because impeachment is a process that begins when
laws are broken. And despite Bush's amazing stupidity and illiteracy, he hasn't broken any. The wire tapping of citizens is unconstitutional, however he was granted emergency executive powers by the congress after sept 11. Without that, he'd be in a heap of trouble.
