Time to get an LCD.
CRTs all have a high pitch whine, and LCDs often do when the inverter is getting old and/or failing. I can hear when a TV's turned on thousands of feet away with the volume off. It's just 'normal.' However, since it stops whe nyou tilt it, there may be a slight bit of different weight on the monitor, itself. My TV whined more when I had a speaker sitting on it.
I assume I was born with this ability to immediately identify 'emo,' thus, avoiding it through higher genetics!
