I think it is impossible to even use the word best when it comes to a designer. It is just the wrong damn word and it would be impossible to prove regardless in relation to the design ability. Sure you could prove one person may have the best price per project though of course.
Yet with this or many mediums, the best is impossible to accurately say. Each product is different, each customer is different, each possible person seeing the design and what they think of it is different, and so forth.
